Where attendance registers, result sheets and student files are kept school by school, a state-wide figure means collecting returns from every local government, then waiting.
When the numbers reach the Ministry after the term has moved on, schools that need support and classes that are falling behind are noticed after the fact.
Where schools keep their own formats and tools, records do not line up, so comparing schools or local governments fairly is slow and open to error.
Six integrated modules run in each school and roll up into one view for the state — so the classroom, the head teacher and the Ministry work from the same record.
